China has imposed a massive news blackout on the deadly police suppression of a village protest in Dongzhou earlier this month,[link widoczny dla zalogowanych].

The Japanese government has given instructions that sentences like,[link widoczny dla zalogowanych], ��Japan has a dispute with Korea over Takeshima�� -- the Japanese name for Korea��s Dokdo islets -- in high-school textbooks for use next year must be changed to, "Korea claims ownership over Takeshima," thus turning the truth on its head. The instructions say it must be made explicit that the islets are properly Japanese territory."
When Korea and China confronted Japan over the habitual historical and political distortions in its textbooks,[link widoczny dla zalogowanych], Tokyo until a few years ago said it could do little to interfere with textbooks,[link widoczny dla zalogowanych], which are approved but not published by the state. There was at least a pretense of holding individual publishers responsible to that. Now Tokyo nakedly wrests the discretion from private publishers and bullies them into printing the government propaganda.
What is Japan hoping to achieve by implanting a fresh claim to territory it already tried to plunder 100 years ago in the minds of its people? Are they all meant to take to the streets when they grow up,[link widoczny dla zalogowanych], demanding the return of Takeshima from the imperialists?
Already Prime Minister Junichiro Koizumi's repeated visits to the martial Yasukuni Shrine have chilled Japan's relations with its neighbors to their lowest temperature in decades. But despite failing so spectacularly to gain the trust of its neighbors,[link widoczny dla zalogowanych], Tokyo thinks it can push for a greater role in the international community. Northing could be more misguided.
We too, however, have to accept a share of the blame for Japan��s swagger. Around this time last year, when the island country��s Shimane Prefecture instituted a "Takeshima Day" even as the increasingly prominent right wing in Japan put out textbooks whitewashing the country��s wartime atrocities,[link widoczny dla zalogowanych], the president said,[link widoczny dla zalogowanych], "We can no longer sit idle before fresh attempts at hegemony. They will be struck down one and all." You can almost hear Japan snicker at the presidential promise as it turns up the provocation over Dokdo again this year.
If a country is to rebuff another��s designs on its territory,[link widoczny dla zalogowanych], it must plumb for one of two options: rely on its own strength or,[link widoczny dla zalogowanych], failing that,[link widoczny dla zalogowanych], enlist the help of an ally capable of the job. That has been a basic principle of international politics for millennia. If you are merely bluffing,[link widoczny dla zalogowanych], the other side will call your bluff.
For Korea to stand up to a country like Japan with an economy 10 times the size of ours is impossible without a powerful ally. The Korea-U.S. alliance that once sustained us and maintained stability when Seoul-Tokyo relations became brittle,[link widoczny dla zalogowanych], has been shaken to the core in the three years the Roh administration has been in power. Tokyo knows that Seoul has maneuvered itself into a diplomatic corner: that is why it is acting so shamelessly in the Dokdo question.

The state-owned United Arab Emirates company that is set to take over management operations at six U.S. ports is requesting a 45-day review from the U.S. panel that approves foreign investment in the United States. The move is unlikely to stem debate about security concerns, if the UAE takes over the U.S. ports' management.
Britain's Peninsular and Oriental Steam Navigation Company wants to sell its port management operations in the United States to Dubai Ports World,[link widoczny dla zalogowanych], a state-owned firm from the United Arab Emirates.
The multi-agency Committee on Foreign Investment in the United States has approved the deal, but politicians from both major U.S. political parties have lined up in vocal opposition. Critics worry about UAE connections with the September 11, 2001, terrorist attacks, and say the ports deal threatens U.S. national security.
Republican Senator John Warner told the NBC television program Meet the Press that Dubai Ports World, Congress and the White House have hammered out an agreement for the deal to undergo a 45-day review period.
"And this is the copy of the agreement, which is now being delivered to the administration and to members of Congress," said John Warner. "And it really spells out unequivocally the willingness of this company to give every means of support to help work this thing out."
Speaking on the same program, Republican Congressman Peter King, who has been one of the staunchest critics of the deal, called the investigation a positive step. But he said he would reserve his judgment,[link widoczny dla zalogowanych], until he sees more details.
King added that he wants assurances that cooperation with a UAE company does not turn out to be what he called "an alliance of convenience."
"I would have to be shown that there is nobody in the government today of UAE, which had ties to the Taleban or to al Qaida, no one within this company has ties to al Qaida or the Taleban, because, remember, this was only four and a half,[link widoczny dla zalogowanych], five years ago, that they were very close to bin Laden; they were supporting the Taleban," said Peter King.
Meanwhile, the Bush administration said it would welcome a review period. White House Homeland Security Advisor Fran Townsend told Fox News Sunday the review will give time for the American public to learn the facts.
"Because,[link widoczny dla zalogowanych], once people understand that security is never going to be outsourced,[link widoczny dla zalogowanych], it will continue to be handled by the men and women of the Coast Guard and Customs and Border Patrol, and that this is really a commercial deal, where the security concerns have been addressed, that's a good thing, and people will be more comfortable with it," said Fran Townsend.
In answer to a question about whether opposition to the UAE ports deal amounts to anti-Arab bigotry, Townsend called the UAE an ally,[link widoczny dla zalogowanych], and said all U.S. allies should be treated equally.
James Zogby,[link widoczny dla zalogowanych], of the non-profit Arab-American Institute,[link widoczny dla zalogowanych], told CNN's Late Edition he believes American politicians are aggravating prejudice against Arabs in their opposition to the ports deal. He adds that,[link widoczny dla zalogowanych], although the White House wants to see the deal go forward, the administration's emphasis on terrorist threats has fueled conditions for such strong public sentiment.
"And the reason why people are afraid is because leadership led them down this path, it exploited the fear, the concern, and it used an Arab bogeyman to do it," said James Zogby.
President Bush has defended the deal, saying it does not jeopardize U.S. security. He has repeatedly said the UAE is an ally in the war against terrorism, and cautioned that the United States,[link widoczny dla zalogowanych], in his words,[link widoczny dla zalogowanych], should "not send mixed messages to friends and allies."
The six U.S. ports affected are Baltimore,[link widoczny dla zalogowanych], Miami, Newark, New Orleans, New York, and Philadelphia.

The government is drafting a law to compensate families of South Koreans taken to North Korea after the armistice in 1953 and financially support repatriated victims,[link widoczny dla zalogowanych].
The ministries of unification and of government administration and home affairs aim to have the bill passed after a public hearing later this year. It would compensate families of abduction victims who have yet to return or repatriated following a stay of more than three years in the North. Payouts will be based on the period they spent in the North and their living conditions. If abduction victims died or were injured in torture or other abuses,[link widoczny dla zalogowanych], their families will be entitled to compensation no matter how long they were held in the North. However,[link widoczny dla zalogowanych], repatriated abduction victims who spied for or otherwise benefited the North are excluded.
The law will compel the government to work for the release of abduction victims and acknowledgement of their existence by the Communist country. It will only benefit victims who were kidnapped after the Korean War. A law compensating South Koreans kidnapped during the war will be discussed later. According to the government,[link widoczny dla zalogowanych], a total of 3,[link widoczny dla zalogowanych],790 South Koreans were kidnapped by North Korea during the war. Japan has extended economic sanctions on North Korea for six months saying the North failed to address the issue of its abduction of Japanese citizens in the 1970s and 80s satisfactorily. The U.S. seems to be unhappy. Washington said outwardly it understands Tokyo��s position,[link widoczny dla zalogowanych], but under the surface there were complaints. The U.S. is discussing removing North Korea from the list of terror sponsoring nations as a reward for the North disabling its nuclear program,[link widoczny dla zalogowanych], so Japan's attempts to link the problem of taking North Korea off the terror-sponsoring country list with the abduction issue constitute a stumbling block to U.S.-North Korea dialogue.
Washington is concerned about Japan's hardline approach and has raised doubts about a DNA test that showed that remains sent back from North Korea were not in fact those of the most famous abduction victim,[link widoczny dla zalogowanych], Megumi Yokotga,[link widoczny dla zalogowanych], which has galvanized Japanese sentiment. Some diplomatic sources in Washington think Japanese rightwingers or "neocons" are distorting the truth by messing with the DNA tests.
The Japanese government announced in late 2004 that DNA tests of the cremated remains North Korea said were those of Megumi Yokota were in fact those of two others. The Japanese were naturally furious, and Tokyo took a series of hardline measures including economic sanctions.
But the international scientific community says it is basically impossible to identify genes from cremated remains. The science journal Nature in February 2005 took formal issue with the Japanese government's DNA test formula,[link widoczny dla zalogowanych].
The Japanese government on Dec. 9, 2004 commissioned the National Research Institute of Police Science under the National Police Agency to identify genes from samples of Yokota��s remains, but the testing failed. The government then reassigned the task to a Teikyo University research team,[link widoczny dla zalogowanych], less experienced in DNA testing,[link widoczny dla zalogowanych], which later announced it confirmed the remains were not Yokota��s.
The problem arises from the fact that the academic in charge of the research team backtracked in an interview with Nature,[link widoczny dla zalogowanych], saying it could not be said for certain that the remains were not those of the woman who was abducted on a Japanese beach at the age of 13. In the wake of a refutation of the interview by the Japanese government, Nature sought another interview with the professor; the Japanese government gagged him by appointing him to the National Research Institute of Police Science,[link widoczny dla zalogowanych], and requiring him to seek approval from the National Police Agency for any media interviews.
Dr. John Butler at the National Institute of Standards and Technology,[link widoczny dla zalogowanych], a U.S. authority on gene inspection,[link widoczny dla zalogowanych], said in a recent telephone interview with the Chosun Ilbo it is almost impossible to identify genes from remains cremated at 1,200 degrees. World-renowned gene identification experts deny the Japanese government's assertion that genes were extracted from the remains North Korea forwarded to Japan.
One Japan expert says Japanese Prime Minister Yasuo Fukuda is having some trouble expunging the legacy of the neocons, including the possibly bogus Yokota DNA story. Few Japanese people know that their government's announcement on the matter was full of holes; perhaps that is why the Japanese public is furious about North Korean leader Kim Jung-il's reported remarks that there are no more Japanese abductees in the North.
I have no intention whatsoever to defend North Korea��s bizarre abductions of foreign nationals. But it is a serious matter if the Japanese government is involved in the manipulation of the facts or tacitly approved it for political purposes. It behooves Japan to reveal the truth about the DNA test, a problem of its own creation. It would be the first step toward truly resolving the abductions issue and help denuclearize North Korea.

Washington wants Seoul to shoulder a greater share of the upkeep of the U.S. Forces Korea. Grand National Party presidential hopefuls Lee Myung-bak and Park Geun-hye have both unveiled programs to achieve 7 percent economic growth.
